陕西省传统文化产业发展研究

[摘要]文化产业是加快转变经济增长方式的朝阳产业，陕西省发展文化产业具备优势条件和良好机遇。

本文在分析陕西省传统文化发展优势与面临的问题基础上，提出了建设和发展陕西省传统文化产业的更有利的方案模式，为开发建设陕西省传统文化产业提供了理论分析与现实选择。

[关键词]文化产业传统文化发展模式

一、引言

，中国文化部制定下发的《关于支持和促进文化产业发展的若干意见》，提及文化产品：“从事文化产品生产和提供文化服务的经营性行业。

文化产业是与文化事业相对应的概念，两者都是社会主义文化建设的重要组成部分。

”而对于身处中国历史长河中扮演了重要角色的陕西，其文化底蕴深厚，地理与人文得天独厚，文化产品和文化事业自然而然地成为了陕西省的重点项目。

二、陕西省文化产业发展现状及问题研究

1.陕西省文化产业发展现状

(1)全省文化产业加速发展。

，陕西省文化产业增加值首次突破200亿元大关，实现增加值226.64亿元，比第三产业的增加值高出7.9个百分点。

，全省文化产业实现增加值285.96亿元，占GDP的比重为2.82%，增幅为25.5%。

上半年，全省文化产业增加值达157.4亿元，比上年同期增长27.6%，占GDP比重达到3.02%，再创历史新高。

(2)政府对文化产业投资力度进一步加强。

近年来，陕西政府对当地文化产地大刀阔斧地进行了投资与建设。

据统计，陕西财政用于文体和广播事业的支出31.81亿元，用于文化、体育和娱乐业的城镇固定资产投资43.68亿元。

相比于前几年，分别增长了41.4%和46.5%。

2.陕西省文化产业发展遇到的问题

(1)市场问题。

在金融海啸弥漫全球的20，陕西省文化产业顶住重压，实现增加值174.73亿元，增速远超全省生产总值(GDP)，呈现高速上升的发展趋势。

然而，陕西省文化产业占据全省GDP的比重却仅达到2.55%，这一数据与我国东、中部的文化产业发达省份比较相差甚远。

同时，陕西省文化产业增加值的绝对数值也与湖南、广东等省份产生了严重差距。

(2)人才及创新问题。

①人才匮乏。

文化产业发展的制约瓶颈主要为人才的匮乏，特别是相对稀少的文化产业高层人才和文化产业经纪人才，直接导致了文化产业过程中的许多问题。

比如，懂文化的人不懂市场和经营，不能准确地把握国内外市场，缺乏灵活的市场营销策略，导致了产品及服务与市场分离。

另一方面，懂经营管理的人却又不了解文化，经营人才目光短浅，导致文化产品粗放式开发，产品结构单一。

②创新意识有待提高。

陕西大陆深处，历史洪流积淀了属于中国特色的古老文化，但同时也使得其与世界文化经济属性与经济价值理解不深，其对文化的理解存在着较大的片面性，主要表现有：

一是之于文化产业和文化事业，两者的概念模糊不清，而且其文化的经营性与公益性的界定不够明确;二是当地文化受传统观念的束缚，

市场观念比较淡薄，在当今经济高速发展的时代中忽视了文化资源的经济价值;三是很多单位还依旧采用事业管理的办法来处理文化产业问题，一直认为这是为国家为政府为当地争光，

为人民赢荣誉的事，以致其心安理得地认为从国家从政府拨款是理所应当的，缺乏“自己是主人公”的态度，从而使很多单位发展陷入困境。

(3)资金问题

①政府投资问题。

陕西省近年来对文化产业的财政投入不断加大，但是其有限的资金依旧满足不了与日俱增的需求。

同时，政府投资基本都是直接向事业单位和企业进行投资，其投资方式单一、资金使用效率不高。

②外部融资问题。

融资渠道不畅，资金来源缺乏体制保障。

文化企业融资难的问题普遍存在，部分地区非公有制资本进入文化产业还存在一定障碍，融资渠道不畅，资金来源缺乏体制保障，投资主体单一，各级政府财政紧张，加之金融市场发育不充分，筹资渠道单一，使得文化产业的发展面临着严重的资金短缺问题。

三、陕西省传统文化产业发展模式

如下图所示，依托本地文化资源优势，在此基础上形成文化产业园区，并且结合旅游生态园区对游客的吸引功效，进一步积极拓展资源，探索产业链的纵深发展，形成以视觉艺术

(绘画、雕塑摄影和古董)、文化资本(考古遗址，博物馆、图书馆，展览馆等)、民俗艺术表现形式(艺术和手工艺品、节日与节庆活动)、表演艺术(结合当地文化特色的表演艺术品牌)

为拓展的整合经营模式，不仅有利于陕西省文化资源的开拓，更能够在文化产业园区的基础上形成多元化的主题园区，进一步加强文化特色资源品牌，创造更大的价值。

1.文化产业园区

充分发挥陕西历史文化的特色优势，加大力度开发历史和传统文化，增加现代文化元素，把传统文化与现代文化相结合，打造全新的陕西文化产业。

(1)西安曲江新区文化旅游景区。

以盛唐文化为基础，构建集大雁塔文化广场、大唐芙蓉园、大唐不夜城、唐城墙遗址公园、曲江海洋科普世界、中国西部国际博览中心等为一体的重点项目，形成旅游、休闲、娱乐、会展、科教等综合的新型文化旅游产业园区。

(2)西安御苑生态旅游产业区。

贴近秦岭北麓的自然生态风光，在其附近建设秦岭野生动物园、西安园艺博览园、西安生态科技园，形成一个休闲娱乐，度假旅游的自然景区。

2.文化产业的发展

陕西传统文化产业主要分为旅游业、艺术品以及文化博览业。

作为拥有悠久历史的陕西来说，文化旅游业是陕西文化的重点产业，正是因为旅游业的蓬勃发展带动了另外两个产业的兴起与繁荣。

(1)文化旅游业。

在旅游方面，依托陕西的地理优势，逐渐被大家所熟悉的有险峻的西岳华山，终年积雪的太白山，风景秀丽的终南山以及峰峦叠障的秦岭山脉。

除此之外，更为吸引人的是，作为十三朝建都地的西安，其留在历史长河中的底蕴与文化，带给人们对历史繁荣与衰败的瞎想。

(2)文物博览业。

陕西文物博览业依托周、秦、汉、唐等各朝代历史文化，围绕其完善建立现代化的产业文化，真正做到将传统文化与现代话文化想结合，全方位、高质量逐步完善吃、住、行、游、购、娱等相关服务功能

(3)民间艺术品业。

安塞腰鼓、户县民俗画、凤翔泥塑、千阳布艺、长安鼓乐、陕北民歌、皮影、剪纸等为代表的.民间工艺美术和表演艺术等，则是陕西文化产业特色鲜明的艺术品品牌。

四、结语

陕西省是传统文化资源大省，其近几年也在逐渐利用自己的地理与历史文化优势，以其固有的历史与地理优势，发展其特有的文化产业链，并在发展过程中，一步一步将中国传统文化与现代化文化相结合，建设一个崭新而又引人入胜的文化模式。

其中，陕西省的关中、陕北、陕南三大板块联动，着重发展文化旅游、文物展览、民间艺术品，以一批重点文化产业园区和产业基地推动其传统文化产业的跨越式发展。
