当热带风暴蓝鲸向沿海地区进发、而台风预测正确率只有50％时，面对38个亿的经济损失和120万人的生命安全，市长坚定地选择了后者。“财产有价，生命无价”，宁可“十防九空”也不能“放松一次”，作为一名市长——人民的父母官，他深知决定人民命运的决策只有一两次，所以他力排众议，在让大家观看了震撼人心的1956年强台风资料片后作出了120万人大撤退的决议。紧接着真正的战斗打响了！在灾难面前人们显得那么渺小，而他们与灾难搏斗、与死神抗争的精神又是那么伟大、那么可歌可泣！市长大人亲临现场指挥作战，他将自己的生死置之度外，始终把别人的生命安危放在第一位：下令全力抢救一名垂危的孕妇、不顾头顶“嗤嗤”作响的导火线营救一名小偷、纵身洪水中与鲨鱼搏击……市长的一番话更让人难以忘却：“救120万人是救，救一人也是救！”“在死神面前每一个人的生命都是平等的！”当他站在台风眼下时、当他望着自己4年的政绩化为泡影时、当他听到婴儿的啼哭声时，他可谓百感交集却又无怨无悔。就是这么一位舍生忘死、身先士卒的人民公仆，怎不叫人肃然起敬？
影片中可圈可点的人物形象还很多：年轻的实习医生在与死神的搏斗中成长；虽被撤职却对人民不离不弃的镇长让人感怀；“大灾将至，用兵之时”，总是站在“战争”最前线的人民子弟兵可敬可佩；著名气象专家、市长的老师陈女士，正如追风族信天翁所说：“一个不错的老师！”她通过精确的数据计算和科学的判断从而达到艺术灵感的突破，从她身上我们看到了一位气象学专家肩负的重要职责。
善良无私的心和团结一致的力量征服了可怕的灾难，但今天的“蓝鲸”过去了，明天更强大的自然灾害却防不胜防，因为人类赖以生存的地球还在被破坏！未雨绸缪，从现在起让大家共同携起手来保护环境、爱护家园吧！相信众志成城，影片中孩子们那些天真无邪的笑容一定会在现实生活中永存！

从我懂事的那一天起，家长、老师们就开始在我们耳边提醒我们注意保护环境。我认真思考过其中的原因，理解了保护环境的意义和重要性。例如“河水污染”“废气污染”“乱丢垃圾”“随地吐痰”……对我们的生活环境都是息息相关的。就说我们营口的辽河吧！夏天时，吃完夜饭我们一家子便出去溜达一会，每次溜达的地点都是辽河边。夜晚的辽河边风景优美。但唯一不足的就是那辽河里的'水，又脏又臭，这又是怎么造成的呢？这一切都是因人类肆意的破坏环境造成的，是清澈的河水变得混浊不堪、恶臭难闻。
爸爸常说：“什么时候辽河的浑水才能好好治理一下呢？人们不再乱丢垃圾，不再乱排工业废水，还我们一个清澈的辽河？”这是一个多么好的愿望呀！但是它什么时候才能实现呢？如果环境继续恶化下去，家乡会变成什么样子？河里的水油腻腻的，透着黑色的水面上漂浮着各种各样的垃圾，散发着熏人的臭气，河岸旁横七竖八地堆放着垃圾和死去的鱼虾。难道人类就不会对发生在我们身边的许多环境问题感到忧心忡忡吗？赶快行动起来吧，号召全世界爱护环境。虽说我是一个学生，我不能凭一个人的力量去让辽河清澈起来，但是我会不往水里乱扔垃圾，让辽河减少一些污染。在公共场所，这样的场面肯定都看见过，那就是有些人抽完烟以后，图方便将烟头随手一扔就走了，还有喝完的水瓶子，更可恶的是一些小青年吃完口香糖后，不是吐在地上，让人踩一脚，就是给吐在板凳上面，让别人坐一裤子。
就这些行为严重地污染了环境。现在事事都讲究环保，我们营口也不能比别的城市差。我们应该不随便往地上乱吐痰，乱扔垃圾，一些工厂不往水里排放污水。一些有私家车的人尽量不开车，坐公共汽车上班，这样一天能少排放点尾气。如果我们今天能照这样发展下去。我们的营口将会是个美丽的地方。河边种植了成行成排的柳树，沿岸修了新护栏。河水很清，可以看到小鱼在水中尽情的嬉戏。一阵风吹来，空气中弥漫着清新的气味。妈妈说辽河像个成长中的孩子，正展现着它的魅力，已经是有模有样了。它代表着营口环境治理最显著的变化。我希望营口的明天会更好！
