既然交通工程专业英语是以英语讲解交通工程专业知识,那么,对教师的要求就与普通英语和普通交通工程专业课对教师的要求存在较大的区别。目前国内对交通工程专业英语教师没有任何任职资格标准。所以,学校在选拔交通工程专业英语教师时,产生良莠不齐现象。虽然,教学大纲中要求专业英语课应由专业教师担任,但在实际教学中,有的学校是由专业教师担任,多数学校则是由一般英语教师担任。一般英语教师很少精通专业知识,对教材中涉及到的专业知识和专业背景知识很难讲深讲透。概括地说,交通工程专业英语的教师首先必须具有扎实的交通工程专业理论功底,其次必须具有运用英语进行交通工程专业课教学的能力。这也是对交通工程专业英语教师最基本的要求。
第一、教师必须具备全面的交通工程专业知识和专业课程教学的经验,了解交通工程专业的最新发展态,并且在本专业某一方面有较深入的研究或独到的见解。
第二、教师必须在英语语言上具备比较高的水平,即能够驾轻就熟地使用英语进行交通工程专业知识的听、说、读、写,或者说,受过严格的英语听、说、读、写、译的训练。这是从事交通工程专业英语教学最起码的条件。一句话,教师必须有条件在授课过程中自如地使用英语进行全程教学。

专业英语课程对内容和教材的要求就不能局限于用英语念原文,中文翻译意思,中文讲解难点,这样就很难与专业课程区分开了。
第一、专业英语的教学内容应该说是越新越好,内容力争追赶国内外最新的专业知识和前沿热点。鉴于此,我认为,大学本科生的专业英语教材可以考虑选用国外同专业大一或大二的基础课教材,而研究生的专业英语教材可以考虑选用国外同专业大四或研究生的专业基础课教材。
第二、大学本科生专业英语的教学内容还应该兼顾传统内容与现代内容、基础知识与前沿热点的关系,使学生在有限的教学时间内,锻炼出一种能够终生受用的专业英语应用能力,在原文教科书或著作中最大限度地获取本学科发展的动态、新的学说、方法和理论。
第三、如果有可能,教育部可以组织有关人员编写大学本科和研究生各个专业的专业外语教学指导纲要,以便于各个高校做好专业外语教学工作。
三、交通工程专业英语学生的要求
有些学校过于强调国家四、六级英语考试的通过率,对交通工程专业英语学习成果没有硬指标要求,并且课时安排越来越少,个别学院甚至将其安排成选修课。高层教学管理层面上的目标不明确,导致制度和措施上的不重视,大大挫败了学生的积极性。

这些老师来了以后，在与中国学生交流的过程中，要互相认识、互相提问。这时，洋教师几乎不可避免地被问到一个问题：why do you come to china?回答五花八门，主要归纳为两种：仰慕中国的历史文化;丰富自己的人生阅历。当然，有个别也会说实在话，在自己国家没有找到好工作之类的。接下来又有人问：how do you like china?回答：very much(也只能这么说了)。再问：why?有的说中国发展前景看好，有的说中国人民很友善，还有的说中国菜好吃……
总的来说，老外比较实在。没人说来中国是为了社会主义建设添砖加瓦，为了架设两国人民的友谊桥梁之类的。但无论如何，他们为什么来中国?为什么喜欢呆在中国?有一个重要原因，他们没有说，也不好意思说。那就是：体验一种优越感。
优越感体现在什么地方?无论走到那里，都受众人瞩目;无论说什么，都有人洗耳恭听;在业余时间，大把的人跟你套近乎，邀请你吃饭、唱歌、打保龄球……一句话，能享受到众星捧月的感觉。再说了，这些“捧月”的“众星”，很多都是有点身价的人，像什么公司的经理、准备移民的款爷、复习考试的高材生……最次的也能冒充个白领。这些人，平时都很自信，与人打交道往往还带有两分矜持。但是，在和外教交往时，多数人都会放低姿态。
举个例子来说，一帮人要举行聚会了。老外说，谁有车，能不能来接我一下?结果如何，有车的学生不能说争先恐后，但起码不会没人愿意去。到了餐厅，大家按礼节让老师坐主席，自不待言。但在入座时，都愿意离主席近一点，就不是政治觉悟的作用了。酒菜上来，大家边吃边谈，老外的嘴就闲不下来了，一方面印证“中国菜好吃”，一方面回答学员的各种问题。吃完以后，大家作鸟兽散，临走前还故作亲热互道bye----然后嘛，老师又搭上某位款爷学生的轿车绝尘而去……
这里说的只是一个典型。其实，很多别的场合，像英语角、讲座、郊游、晚会等等，都有类似的情形，都能看出外教和中国学员之间的一种微妙关系。心理学告诉我们，人人都有受尊敬、受关注的需要，并能从中得到满足。再看看咱们的外国老师，不仅有人尊敬、有人关注，而且这些人大多出自一个“高品位”的阶层，这样的感觉，该是何等受用。不仅如此，曾经不止一次地听外教说，他们下班后经常接到女学员的邀请，一起去海边走一走，聊一聊……每当听到这样的消息，我等一帮爱国青年总是痛心疾首，差一点就跳出来当面质问女同学：放着我们这样的精英才子不理不睬，却向他族异类投怀送抱，究竟居心何在?
但转念一想，不是那么回事。多数情况下，女同学跟外教约会，是学习需要。学英语重在应用，边学边用，收效才好。经常跟外教在一起，为的是有机会练习自己的口语。从这个角度来看，为什么有人想和他们套近乎，为什么想跟他们一起吃饭，为什么对他们车来送往，就不难解释了(当然有别的原因这里就不管了)。只可怜像我一样的爱国青年，既没有糖衣炮弹，又没办法用美人计，只好尽量抓紧课堂时间了。
然而，嫉妒也好，愤慨也罢，不服气却是不行。别人挣钱多，是你中国人自愿交的学费;别人有优越感，是你中国人自作自受;别人风流潇洒，是你中国人主动牺牲……总之，怪不了别人。要怪，只能怪这么多中国人想学英语。
这么多人想学英语干什么?有的是为了出国留学，有的是为了参加移民面试，有的想跳槽到外企，有的想增加自己的知识价值，有的为了赶时髦、装门面……无论如何，都是把掌握英语作为改善生活待遇、提高生活品质的一种手段。那为什么不学越南语、卢旺达语，一定要学英语呢?因为越南和卢旺达的情况大家都知道，所以他们的语言学不学也就算了。而英语，是发达国家通用的语言。咱们作为落后国家，为了赶超先进，不得不和他们进行接触和交流，引进他们的技术、产品和资金。在这样的大背景下，英语的重要性是不言而喻的。作为个人，学好英语，就能得到实实在在的好处。所以，才会有那么多人想去学英语，才会使到中国来侃大山的外教奇货可居、作威作福。
这让我不禁想起了多年以前读过的关于孙中山的一个故事：有一次，孙中山在从事革命活动时行踪暴露，遭到追捕，逃到了租界。当时的租界不受清政府直接统辖，追捕孙中山的任务改由印度警察继续执行。孙中山情急之中，闯入了日本，并隐藏起来。后面的印度警察气势汹汹、横行霸道，在各家各户清查盘问。但是，当他们来到这的时候，态度平和下来，开始规规矩矩地询问。院方因为经常碰上这种事情，不胜其烦，于是拒绝搜查，同时保证没有嫌疑人闯入。印度警察没有办法，只得悻悻离去……
孙中山事后多次向别人提起这段化险为夷的经历。他并总结说：为什么警察不敢强行闯入搜查?因为这是日本。日本的国运昌盛、实力雄厚，印度警察怕闹出国际纠纷，所以不得不对日本人退让三分。国家的地位不同，它的国民的待遇也不同，一个弱国的革命领袖，甚至比不上一个强国的风尘歌女。“所以啊!”孙中山先生最后语重心长的告诫大家，个人命运和国家前途是紧密相连的，要想真正过上幸福、体面的生活，就一定要建立一个民主、富强的新中国。
时至今日，孙中山的故事已经过去了近一个世纪，然而我在英语学校里的际遇感怀又与孙中山先生何其相似。一个普通的外国人，仅仅因为他是个外国人，来到中国就可以扬眉吐气、高人一等。而咱们中国人，咱们的华夏精英，咱们的博士、硕士和学士们，为了出国留学、移民定居，不得不呕心沥血、背井离乡、艰苦奋斗……这是为什么?还不是因为国家之间的地位不同。所以啊，我也要告诉大家，“国家兴亡，匹夫有责”。千百年来中华民族的先贤圣哲们教导我们要爱国爱民，“修身齐家治国平天下”、“家事国事天下事事事关心”，这不是陈腔滥调。每个人的前途命运和现实利益确实是跟国家的兴衰成败休戚相关的。
